According to On this Day (The Times), the first permanent English colonists arrived 400 years ago today:

An expedition of English colonists went ashore at Cape Henry, Va., to establish the first permanent English settlement in the Western Hemisphere.

Reports that they immediately placed additional taxes on the northern part of the colony can not be confirmed.
