On Monday, the paper looked at <a href=\"http:\/\/www.philly.com\/philly\/news\/homepage\/20070319_Fighting_a_runaway_problem.html\"><b>toll cheaters<\/b><\/a> and the recent efforts to crack down on them.<\/p>\n<p>The bigger story is politicians in New Jersey and Pennsylvania are looking at <a href=\"http:\/\/www.philly.com\/philly\/hp\/news_update\/20070320_Pa__turnpike_lease_plans_proprietary.html\"><b>leasing their turnpikes<\/b><\/a>, but residents are skeptical. My instincts tell me that &#8220;<a href=\"http:\/\/www.yurasko.net\/wfy\/2007\/01\/del-tpk-going-private.html\">transforming public utilities into private monopolies<\/a>&#8221; is not a good idea. <\/p>\n<p>Responding to <span style=\"font-weight:bold;\">Gov. Ed Rendell&#8217;s<\/span> push for privatization, the  <span style=\"font-weight:bold;\">Pennsylvania Turnpike Commission<\/span> has released <a href=\"http:\/\/www.post-gazette.com\/pg\/07080\/771211-147.stm\"><span style=\"font-weight:bold;\">a proposal<\/span><\/a> (<span style=\"font-style:italic;\">Post-Gazette<\/span>) that would increase tolls by 25%, sell bonds, create a &#8220;congestion fee&#8221; in the Philly, Pittsburgh, Harrisburg and Wilkes-Barre\/Scranton areas and install tolls on I-80. Apparently, the congestion fee would &#8220;encourage mass transit&#8221; but is that even an option outside of Philly? As for the tolls on I-80, <a href=\"http:\/\/www.yurasko.net\/wfy\/2007\/01\/more-talk-of-tolls-on-i-80.html\"><span style=\"font-weight:bold;\">I have mentioned before<\/span><\/a> that I am not crazy about the idea, but would appreciate the irony a little bit. When I was in Northeast Pennsylvania as a Penn State Hazleton underclassman, lots of locals would complain about the I-80 westbound toll at the Delaware River as if were a grave injustice. They whined about Jersey being the tollbooth state, a nickname that might be more applicable to their home state by 2011.<\/p>\n<p>It should also be noted that Pennsylvania congressman <span style=\"font-weight:bold;\">Bud Shuster<\/span> was the chairman of U.S. House Committee on Transportation and Infrastructure for many years. He was in a position to fix Pennsylvania&#8217;s roads, but choose to funnel money to projects in his own district (two of them are named for him) above all else. When he lost his chairmanship he quit Congress.
